The U.S. and Russia have agreed Thursday to reestablish high level military-to-military dialogue for the first time in more than four years, in another sign of warming relations between the two countries and a move towards normalizing some ties between the United States and Russia. The announcement came after a meeting of senior US and Russian military officials in Abu Dhabi in the margins of talks about the war in Ukraine.
This channel of communication was suspended in the fall of 2021, shortly before Russia’s full-scale invasion of Ukraine.
Since then, there have been flashpoints involving drones entering Nato airspace. NATO members have been increasingly worried about intrusions into allied airspace.
For the maritime industry, the reestablishment of this dialogue is seen as an important step towards de-escalation. The Black Sea region is plagued by naval mines, missile strikes, and political tensions.
The strategic importance of the Black Sea has drawn global attention, with NATO monitoring the situation closely and commercial shipping facing increasing uncertainty.
Since the start of the conflict, naval mines have been a persistent threat, with many drifting from their original positions, making safe passage unpredictable. In recent months, missile strikes have damaged key Ukrainian ports, disrupting grain exports and putting crew members at serious risk.
Without a stable peace agreement, naval confrontations and mine risks are likely to persist for years.
The U.S. European Command’s statement indicates that this high-level channel will provide a consistent military-to-military contact as the parties continue to work towards a lasting peace.
If this channel of communication produces real de-escalation remains to be seen.
US European Command said: “Maintaining dialogue between militaries is an important factor in global stability and peace, which can only be achieved through strength, and provides a means for increased transparency and de-escalation.”
The aim, it said, was “to avoid miscalculation and to provide a means for avoiding unintended escalation by either side.”
The resumption of the military-to-military dialogue marks an effort to ease tensions that soared after the start of the war and to avoid collisions between Russian and U.S. forces.
This marks a significant rapprochement between the world’s two largest powers and comes after US President Donald Trump repeatedly voiced his desire to normalise relations between both countries.
Throughout decades of crisis and confrontation, the US and Russia have maintained an emergency deconfliction line.
