The UAE has introduced Maritime Pre-Load Cargo Information (MPCI) regulations that require the electronic submission of shipment data for all UAE-bound cargo before vessel loading.

Managed by the National Advanced Information Centre (NAIC), MPCI targets pre-arrival risk assessment while supporting trade efficiency. Freight forwarders, shipping lines, NVOCCs, and logistics providers must file complete and accurate data within set timelines prior to departure.

“The MPCI framework enhances our ability to assess cargo risk before loading while maintaining the efficiency of legitimate trade,” said a NAIC representative. “This initiative reflects the UAE’s commitment to secure and globally aligned trade practices.”

The rules apply across the UAE’s maritime trade ecosystem, bolstering its role as a re-export and transshipment hub through regulatory updates. Industry groups like the National Association of Freight and Logistics (NAFL) are guiding members on compliance.

“Our focus is to ensure freight forwarders and logistics providers clearly understand MPCI requirements and timelines,” said NAFL President Nadia Abdul Aziz, also FIATA SVP. “Collaboration across the ecosystem will be essential to achieving a smooth rollout.”
