Plans for a 242,000 sq m logistics complex at the Port of Santos have cleared a major regulatory obstacle after Brazil’s federal audit court overturned a precautionary suspension of the project.
The Tribunal de Contas da União plenary lifted the injunction that had halted the contract for the Saboó development on the port’s right bank, finding there were insufficient indications of potential losses to public funds to justify keeping the suspension in place.
The project will create a pre-port truck staging facility with initial capacity for 400 vehicles, aimed at regulating heavy-vehicle flows into Brazil’s largest port and reducing congestion on surrounding roads. The site will also include driver rest areas and support services.
The TCU ruling does not yet free the project to proceed. The tender remains suspended under a separate federal court order, while the audit court’s review of the case continues. Brazil’s waterway regulator Antaq had earlier backed the tender, subject to changes to the port’s development and zoning plan.
